Transport Coal Through External Location

I think this happened, but I'm not 100% sure. I built something that required a coal and I tried to take one which had to go through an external location (My build was in somewhere like Burnley and the Coal was in Oldham and was connected through Yorkshire). I think I got an error message about the coal not being valid, so I took it from the Demand track instead (thinking that I got this rarely used rule wrong).

This was several days ago, and I didn't have a rulebook handy at that time. I just looked up the rules and you can ship coal (and sell cotton) through external locations. So is this a bug in the system or did I just misremember (entirely possible since I am relatively new to the site).

New Coal can Sell through an External Location or any Built Port. But if someone Building Buys through a Port, whether an External Location or not, it comes from the Demand Track. In both cases, there's no difference between a Port and an External Location.

The question is whether on-board coal can travel through Yorkshire to support a build. I have feeling that it cannot but it is not exactly obvious why not as you can build on the other side of Yorkshire as long as you are connected to it. Say for example you have a presence in Colne and you build a link to Yorkshire. You can now build another link from Yorkshire to Rochdale. The question would be whether the coal in Burnley (assume a couple of lumps) could support both rail links or would the coal for the Yorshire to Rochdale link have to come from the demand track? If link establishment through Yorkshire works for building why not for transporting coal?

Per the rules, coal can be transported through an external location. For example, if there is an unflipped coal mine in Rochdale and the links Rochdale-Yorkshire and Yorkshire-Colne are both built, and a player were to build a level 2 or higher Cotton Mill in Colne, it would not be legal to take the coal from the demand track (because it could come from Rochdale). I can't really act on the anecdote in the OP because it's kind ?f vague and I'm not really willing to pore over several games trying to identify a bug that may or may not exist! But if anyone sees the system allow violations of this rule then as with any other bug please let me know.
