I would make the "normally competitive" move. To me it is good play to make a move that increases my score, even though it doesn't increase my rank. If I had a choice between two moves that increased my score by equal amounts, and one of them changed the winner and one didn't, I'd generally choose the one that didn't change the winner.There was a thread on BGG recently about "kingmaking". It drew quite a lot of discussion.

i'm wondering if players change their approach when competing in a 'rated' game.

For me, no, I have the same approach in every game.
