Why is my 3 level coal mine (Blackburn) which I just built flipped because of the shortage on the demand track and my earlier built (level2) Coal mine in Wigan not???
There was a shortage on the coal demand track at the start of my turn of 4. first thing I did was building a track from Wigan to Liverpool. after that there were 2 coal left on my lvl2 mine in wigan which was because of the link connected to a port. Next move was built another raillink (double build action) to Blackburn. 2nd action build a coal mine in blackburn. The latter got flipped straight away whilst the Wigan one was left with 1 coal left (started out with 3 @start of my turn, removed 2 because of 2 links built)

This behaviour is correct as per the rules of the game. Coal mines sell their cubes to the track when they are built, but not if they are connected to a constructed port only after being built.
