I tried to develop away a level 1 coal mine, but I apparently fumbled with the interface and actually developed away a level 4 cotton mill.
Is this something that you can correct, and that you are willing to correct? Clearly it is not something that you want to do often.
I posted a message in the game board, other players may comment on this.
Have you considered an "undo" action for players to correct such errors themselves? (You should not be able to undo something that gains you information. So, if you see new cards from the end of a turn, or sell cotton on the distant market, a player should probably be stuck with his error.)

I'm afraid I have made it a policy not to correct or undo errors in using the interface. If I correct a mistake for one person I have to do it for everyone, and I can't spare time to do that.
To provide a better move interface (which will include an undo feature) is an intergral part of the next site improvement I plan to make. But it is a big project, and it will be a long time (probably a few months) before it is completed and ready to be made available.
